NPQ in Leading Behaviour and Culture (NPQLBC)

The Programme:

This programme is for those who have, or are aspiring to have, responsibilities for leading behaviour and supporting pupil well-being.

The programme will support your understanding of the essential skills that underpin successful leadership of behaviour and culture and to develop expertise in high-quality teaching practices and behaviour management including dealing with more complex behavioural needs as well as working effectively with stakeholders.

This programme is for teachers who have, or are aspiring to have, responsibilities for leading behaviour and/or supporting pupil well-being in their school. For example, heads of year or roles with other pastoral responsibilities.

All applicants must have completed 2 full years teaching following achieving QTS/QTLS/Level 5 (or equivalent) qualification.

The programme aims to help you and your school by:

  • Supporting your professional development through evidence-informed seminars and workshops
  • Working alongside other local leaders of behaviour and culture to support the development of peer learning
  • Providing opportunities to reflect and consolidate a broad understanding of effective strategies to support effective behaviour management
  • Increasing your confidence to develop a secure culture of effective behaviour and pupil well-being
  • Supporting the retention of our best teachers.

This is a 15-month programme involving 12 months’ delivery through seminar workshops and self-directed on-line learning and up to three months for assessment. The programme will give participants the essential knowledge, skills and concepts underpinning the successful leadership of behaviour and culture. It will do so through exploring the following content modules based on the DfE’s NPQ frameworks:

  • Teaching
  • School culture
  • Enabling conditions for good behaviour
  • Complex behavioural needs
  • Professional Development
  • Implementation

National Professional Qualification (NPQ): Leading Behaviour and Culture Framework (

  • Evidence-based on-line content using Teach First materials exploring each of the content modules
  • Seminars providing you with an opportunity for peer learning and the consolidation of learning within each of the content modules
  • Two face-to-face conferences to provide further opportunity for peer learning combined with expert input from specialist practitioners.

Teachers and leaders employed in state-funded schools, as well as those employed in state-funded organisations in England that offer education to 16–19-year-olds, will be able to access DfE funded training scholarships for all NPQs. This funding will be available to support participants undertaking NPQs in 22/23 and 23/24.

Organisations eligible to access funded training scholarships include:

  • independent special schools.
  • virtual schools (Local Authority run organisations that support the education of children in care).
  • hospital schools not already included in other categories of eligible organisations.
  • young offender institutions.

There’s extra funding per teacher on an NPQ for your school/setting if it falls into one of these categories:

  • state-funded primary schools with 1-150 pupils will receive a grant payment of £800
  • state-funded primary schools with 150+ pupils will receive a grant payment of £200
  • state-funded secondary schools / 16 to 19 educational settings with 1-600 pupils will receive a grant payment of £200.

If your school is not eligible for DfE scholarship funding, the cost for the NPQ in Leading Behaviour and Culture (NPQLBC) is £901.
